The only solution of the problem seems to be to regulate traffic movement and to provide alternative routes to various destinations so as to divert the traffic off the congested roads. Thus, II follows. Besides, the convenience of both the airport and non-airport bound vehicle owners is to be taken care of. So, I does not follow.
