    It is mentioned that entry only through main routes has been banned. So, I is not implicit. Besides, the entry has been banned to reduce the volume of traffic on roads and ease congestion. It could only be done at the entrances to the city and not within the city itself. So, congestion by the city vehicles is unavoidable. Hence, II is also not implicit.
